The PRT building is the most visible symbol of legitimate authority in Brockton Bay, which makes it both a fortress and a target. It houses the PRT's local offices — intelligence analysis, PR, logistics, containment foam storage — alongside the Protectorate's hero operations and the Wards' quarters and training facilities. The building is reinforced against parahuman attack, equipped with containment measures for a range of threat ratings, and staffed around the clock. The Rig — the Protectorate's offshore oil-rig-turned-base — is the actual Protectorate headquarters and sits visible in the bay, connected to the mainland by a force field bridge. The PRT building handles the day-to-day, the public-facing work, and the Ward supervision. For a new hero considering joining up, this is where you'd come — through the front door, under the security cameras, and into a system that offers resources, training, legitimacy, and an organizational structure that will own your time and potentially your identity.
