Medhall is the mask the Empire Eighty-Eight wears in polite society. On paper, it's a successful pharmaceutical company providing jobs and tax revenue. In reality, it's Kaiser's power base — Max Anders in his civilian identity runs the company while directing a white supremacist parahuman gang. The corporate structure launders money, provides legitimate employment for Empire members, and gives Kaiser access to wealthy donors who share his ideology but prefer plausible deniability. The building itself is a fortress of normalcy. Employees in the lower ranks may genuinely not know. But the executive level is thoroughly compromised. When the Empire's cape identities are publicly exposed, Medhall's role becomes undeniable and the company collapses.
