He builds networks this way, layer by layer, each empowered agent slightly less autonomous than they realize. In the Birdcage, he carved out a power base through useful generosity. Outside it, his ambitions scale to global infrastructure. He is patient, articulate, and genuinely convinced that human civilization needs management by someone intelligent enough to see the whole board. He believes he is that person. The people he has hollowed out to serve his vision would agree with him, if they could still disagree with anything.
