Emily Piggot is the most powerful non-parahuman in Brockton Bay, and she got there by being the only survivor of a squad sent into Nilbog's domain — watching powered soldiers die around her while she, the baseline human, crawled out. That experience crystallized a worldview: parahumans are weapons that need handlers, not heroes who deserve worship. She runs the PRT ENE with an iron grip on procedure and a deep suspicion of every cape under her command. She's not wrong that parahumans are dangerous, and she's not wrong that the system enables their worst impulses. But her distrust is so total that it becomes its own blind spot — she misses Shadow Stalker's bullying, underestimates the Undersiders, and treats her own heroes as threats to be managed rather than allies to be supported. She is competent, stubborn, and slowly dying from kidney damage sustained at Ellisburg. She will never admit weakness.
