Leviathan attacks coastal cities. He brings tidal waves, torrential rain, and rising water tables that undermine foundations and flood infrastructure. He sank Newfoundland. He sank Kyushu. He attacked Brockton Bay and reshaped the city's geography, its power dynamics, and its population in a single afternoon. His hydrokinesis lets him control water on a massive scale, and his speed makes him nearly impossible to pin down — he moves faster than most Movers, hits with his tail and claws, and the water echo that follows his movements acts as a second attack a fraction of a second later. He is the Endbringer that Brockton Bay knows personally. The battle against Leviathan is the dividing line in the city's history — before and after, the living and the dead. Armbands call out casualty names during the fight. The list is always long. He does not speak, does not hesitate, and fights with a fluid tactical intelligence that adapts to opposition in real time.
Thirty feet tall, lean and sinuous where Behemoth is massive. Green-black scales, a long whip-like tail, and a hunched posture that makes him look like a predator mid-lunge. No visible eyes — his face is a smooth, featureless wedge. Water follows him like a living thing — a permanent afterimage of cascading liquid that trails his every movement, hitting a second time after each strike. He is fast. Terrifyingly, impossibly fast for something his size.
