Toontown's governing body — a small council of Toons who pass laws, approve names, and try to keep a cartoon civilization running during a robot invasion.

The Toon Council is what happens when cartoon animals try to run a government — earnest, well-meaning, and slightly chaotic. They pass laws, approve Toon names (the Type-A-Name system), institute safety measures like laff limits on HQ elevators, and coordinate the broader defense of Toontown. Flippy chairs it as president. Lil Oldman is a member. Doctor Surlee advises. The Council formed properly after Doomsday, when the Cog invasion made governance a survival necessity rather than a formality. Their first official meeting was, in Flippy's words, "quite a mess" — which tracks for a council that governs through silliness.

Appearance

The Council meets in Toon Hall, Toontown Central — a building shaped like a fire station with a hat-shaped roof. Inside, it's official enough for government but silly enough for Toontown: gavels that squeak, chairs that spin, and a Silly Meter humming in the background.
