Slappy was everything Toontown wanted in a leader: loud, generous, fun-loving, and absolutely convinced that silliness could solve anything. He organized the Great Snowball Fight and the Polar Bears tradition. He gave out Unites and gag bonuses like candy. He had more laff than Flippy — 42 to Flippy's 38 — which in Toontown means he was literally funnier. Then Doomsday happened. He won the election, stepped up to accept the presidency, and a Yesman flew down and hit him with the most devastating Cog attack possible — it made him sad. Not angry, not defeated. Sad. And in Toontown, sadness is the one thing that can truly break a Toon. He hasn't been seen since. Flippy searches for him. The Resistance searches for him. His rescue is the unfinished story of Toontown — the promise that one day, the Toon who was supposed to lead will come home.
