Pluto is unique among playground owners: he doesn't talk. The other owners chat with visitors, offer tips, give directions. Pluto just walks The Brrrgh's frozen paths in silence, a warm presence in the coldest zone in Toontown. He breaks his silence only during special events — Halloween, Winter Holiday, April Toons Week — when the magic of the occasion gives him words. The rest of the time, he communicates through the universal language of being a very good dog in very cold weather.
The classic Pluto — orange fur, black ears, green collar. Shivers constantly in The Brrrgh's perpetual snowfall, the only playground owner who looks genuinely uncomfortable in their own territory.
