The Chief Justice runs Toontown's legal system like a kangaroo court — because that's exactly what it is. He sustains his own objections, strikes testimony he doesn't like from the record, and finds Toons in contempt of court for the crime of existing. He's the most unique boss mechanically — you can't actually hurt him. The battle is fought on a giant scale of evidence. Toons load one side while Cog lawyers load the other. Tip the scale in the Toons' favor and the CJ declares a mistrial and retreats. He's the only boss who survives every encounter, which makes him the most persistent threat. His courtroom theatrics hide real menace. He slams gavels that flatten Toons, hurls evidence books, and commands the most legally creative army of Cogs in Toontown. Bottom Feeders, Ambulance Chasers, and Legal Eagles — his department turns bureaucracy into a weapon.
