Zevara is perpetually stressed, deeply competent, and personally responsible for a city that sits on top of a dungeon, next to an Antinium Hive, and within walking distance of the most chaotic inn in existence. She breathes fire when angry (literally — she's a Drake) and she is always angry. Despite this, she is fair, professional, and one of the few authority figures in Liscor who judges people by actions rather than species.
