The Palace of the Kings serves as both Ulfric's court and the symbolic heart of Nordic heritage. However, Windhelm's proud history is tainted by its treatment of non-Nord residents. The Grey Quarter confines Dunmer refugees to squalid conditions, while Argonian dockworkers are forbidden from living within the city walls. A serial killer known as the Butcher stalks the stone quarter's dark alleys. Despite its problems, Windhelm represents the fierce independence of the Nordic spirit and draws passionate supporters to the Stormcloak cause from across the province.
