Northwestern province of Tamriel, homeland of the Bretons. A land of feudal kingdoms, powerful mages, and political intrigue along the shores of the Iliac Bay, with strong ties to both mer and men.

High Rock is a province of fractious Breton kingdoms, each ruled by petty kings and dukes engaged in endless political maneuvering. The Bretons themselves are descendants of human-elven interbreeding during the Direnni Hegemony, giving them a natural aptitude for magic that surpasses most human races. The province's feudal politics make it simultaneously sophisticated and unstable, with assassination and intrigue as common as open warfare. Despite this internal division, High Rock remains nominally loyal to the Empire. The province produced Mannimarco, the infamous King of Worms, and its magical traditions rival those of the Altmer.

Appearance

Green rolling hills and temperate forests stretch between medieval castle-towns and fortified cities. The rugged coastline of the Iliac Bay is dotted with harbors and fishing villages. Stone towers and keeps crown every hilltop, banners of rival kingdoms snapping in the sea breeze. Mist clings to highland moors in the interior.
