Effects range from harmless — turning an enemy into a sweetroll — to catastrophic, such as transforming them into a powerful Dremora. The staff perfectly embodies Sheogorath's sphere of madness and unpredictability. It is obtained by completing Sheogorath's Daedric quest in Skyrim, which involves entering the mind of the dead Emperor Pelagius III and curing his madness using the Wabbajack itself. The staff has appeared in nearly every Elder Scrolls game, always as Sheogorath's chosen instrument of delightful insanity.
