Quentin is a powerful amplifier — he increases other Supers' powers, sometimes dramatically. When he amplified Nick's luck manipulation, it became powerful enough to affect events on a massive scale. When applied to other Supers, the boost can push Standard-class abilities into Demolition range. Raze took him in while on the run, and Globe later deployed him as a strategic asset.
