Joan (Scarf) is a speedster who works for Globe while he's on the run. Her loyalty to Globe's cause puts her in danger but also gives her purpose — she believes in what he's trying to accomplish and trusts that the world will eventually see him as she does. Her presence on Globe's team demonstrates that not everyone believes the official story. Some Heroes and Supers chose to side with Globe because they know the truth, and they've spent years working in the shadows to prove it.
Fast and lean — the build of a speedster who has been running for years. She wears a scarf as her Hero identifier, hence the name.
