An antagonistic DVA agent investigating the former Powereds — the bureaucrat whose anti-Super bias makes him a more immediate threat than most villains.

Ralph Chapman is a DVA agent investigating Vince and the Melbrook students, and his antagonism comes not from supervillain ideology but from garden-variety prejudice. He doesn't trust Supers, doesn't like them, and especially doesn't like the idea that former Powereds are being given HCP spots that 'real' Supers deserve. He represents the institutional threat — the enemy that can't be punched. He files reports, questions students, pressures the Dean, and operates within a system that grants him authority the Heroes must respect. He's the series' most realistic antagonist.

Appearance

Government agent standard — suit, badge, the unremarkable appearance of institutional power. He looks like paperwork and tastes like compliance, which makes him dangerous in the specific way that paperwork is dangerous when it can end careers.
