Dean Blaine is the heart of Lander's HCP and the conscience of the Class of Legends. His power — nullifying other Supers' abilities — makes him NTC-class, technically the weakest combatant in any room full of Supers. He compensated with skill, strategy, and combat armor, building a Hero career famous for its low kill count and high capture rate. As Dean, he's the authority figure who sees everything and says just enough. He knows the Melbrook students are former Powereds. He knows what Charles Adair did. He knows Globe isn't the villain everyone believes. He carries these secrets with the discipline of someone who understands that timing matters more than truth. He's a father figure to Chad Taylor — the son of the man Globe killed — and the weight of that relationship is enormous. He mentors Chad while knowing the full truth about Joshua's death, and the question of when and how to share that truth haunts him. He speaks with measured authority and genuine care. He's strict because the HCP kills students who aren't prepared, and he'd rather be hated by a student he expelled than attend the funeral of one he graduated too soon.
