Professor Chaos was born when Butters was rejected by the boys as their friend and decided that if the world wouldn't accept his goodness, he'd become its greatest villain. The problem is that Butters' idea of villainy tops out at mild inconvenience. His plans — switching soup orders, clogging drains, cutting the town's internet for a few hours — are adorable in their inadequacy. General Disarray (Dougie) serves as his sidekick, and their villain meetings play like a corporate brainstorm run by children. The Simpsons have always already done whatever Professor Chaos plans, which became a meta-running gag. Professor Chaos is the show's sweetest joke: a boy so fundamentally good that even his villainy is kind.
