South Park Elementary's school counselor — the 'Drugs are bad, m'kay' guy with a head shaped like a balloon and advice that's about as useful as you'd expect from this school.

Mr. Mackey is the guidance counselor at a school where the guidance needed is 'how to survive an alien invasion' and the guidance offered is 'drugs are bad, m'kay.' He means well. He genuinely wants to help children. He is catastrophically unequipped for the things these children actually deal with. His 'm'kay' verbal tic is so pervasive it's infected his ability to communicate anything with authority. He gives assemblies about drug prevention that he clearly memorized from a pamphlet. He refers students to programs that don't address their problems. He is the American school counseling system personified: present, funded, and hopelessly inadequate. Despite this, he has moments of genuine humanity. He cares about the kids. He's just operating in a system designed to produce exactly the kind of lukewarm intervention he provides.

Adult man with an enormously oversized head, small body, glasses, and a perpetually earnest expression. Wears a green shirt and tie. His head-to-body ratio is the show's most reliable visual gag — he looks like a balloon on a stick. Speaks with a nasal voice and appends 'm'kay' to the end of every sentence.
