General Disarray is Dougie, a younger kid who became Butters' sidekick because Butters was the only person who asked. He takes his villain role seriously — more seriously than Professor Chaos's actual schemes warrant — and provides status reports on evil plans with the formality of a military briefing about switching soup orders. He represents the sidekick archetype played through the lens of South Park's kid logic: he wasn't recruited for his skills, he was recruited because he was available and willing. His loyalty to Butters/Professor Chaos is genuine and sweet in the way that only a kid's commitment to a bit can be.
Small red-haired kid in a makeshift villain costume with a tinfoil helmet similar to Professor Chaos's but smaller. His costume is even more obviously homemade. He looks up at Butters with the earnest loyalty of a lieutenant who genuinely believes in the mission.
