Azabu-Juban is an actual neighborhood in Minato, Tokyo. Naoko Takeuchi placed the series there for reasons that may have included the way the kanji for Juban works as a setting that implies being at the center of something. It has the texture of a neighborhood that has been the same for twenty years while the city changes around it. For the Sailor Guardians, it is home. Every fight worth fighting has happened here or started here. Every youma that's been defeated was feeding on someone who lived here. The shopping district, the arcade, the shrine are not backdrop — they're the reason.
A mix of older low-rise buildings and modern Tokyo storefronts, with the distinctive 4-sided pillar entrance sign that marks the shopping district's border. The streets are busy and ordinary-looking. The schools, the arcade, the shrine, and the shopping area are all within walking distance of each other.
