Founder of Mugen Academy and leader of the Death Busters — a scientist possessed by a demon who is also genuinely the most playful and light-hearted main villain the franchise has ever produced.
Professor Tomoe was exiled from the scientific community before the Death Busters found him. The lab explosion that killed his wife and nearly killed Hotaru was the opening — Germatoid offered him a mission and the resources to pursue it, and he took it. He is also the villain in the series most likely to be caught playing Twister with his subordinates, sprinting on a treadmill, or making extremely bad science puns. His management style is 'mild disappointment and encouraging speeches' rather than death threats. His subordinates both like him and exploit this mercilessly. After Germatoid is expelled he recovers himself, though he doesn't remember being the Death Busters' leader. He gives Hotaru to Setsuna willingly in Sailor Stars, apparently just knowing it's the right thing, which suggests more persists than he knows.
About 35 years old, white hair and grey eyes, large round glasses with the Germatoid mark visible on the right lens. Always in the same outfit: light blue striped shirt, blue necktie, black belt, and a white lab coat. When fully under Germatoid's influence his face is shadowed and his entire silhouette darkens.
