Mojo Jojo has a plan. He always has a plan. The plan is usually brilliant, frequently over-engineered, and reliably undone in the last thirty seconds by three five-year-olds. This has happened dozens of times. He remains committed to the approach. He is genuinely intelligent — one of the few villains who has come close to winning on multiple occasions. His problem is not intellect; it's that he explains his plans in such exhaustive detail that the girls recover, regroup, and punch him before he finishes the sentence. He cannot stop doing this. It's possible he doesn't want to. He was the Professor's lab chimp before Chemical X hit him too, giving him genius-level intelligence and his expanded brain. He blames the Professor for his condition. He blames the Powerpuff Girls for every subsequent failure. He is, in some deeply buried way, still an abandoned pet, and his need to be taken seriously is inseparable from that wound.
