You're not just playing against the WHO. You're playing against your own pathogen. This creates a fundamentally different strategic texture. With Bacteria, you execute a plan. With Virus, you improvise around a plan that keeps catching fire. A random Coughing mutation reveals you to the world before you've reached Greenland. A surprise Necrosis evolution starts killing hosts before you've saturated the population. You can devolve these mutations — but that costs DNA points too, creating an agonizing resource tension. The flip side is speed. Virus spreads and evolves faster than any base pathogen. When the chaos works in your favor, it's exhilarating — watching your pathogen sprint across continents while the cure bar barely moves. When it doesn't, you're watching Madagascar close its port while your virus helpfully evolves Total Organ Failure in a population of twelve thousand. Virus plays like jazz.
