The Threat Level System classifies Mysterious Beings by destructive potential: Wolf (potential danger to multiple people), Tiger (danger to many), Demon (danger to a city or its population), Dragon (danger to multiple cities), and God (danger to humanity's survival). The system determines which heroes are dispatched and how many. The 'God' level is theoretical — it has never been officially assigned, though Boros, Cosmic Fear Garou, and the entity called 'God' likely qualify. The system's biggest flaw is that it can't account for Saitama, who renders all threat levels equally irrelevant.
