The Leicester Alliance is Fódlan's experiment in decentralized governance — a confederation of noble houses that vote on policy through a roundtable rather than obeying a monarch. This makes it Fódlan's most progressive nation on paper and its most paralyzed in practice, because the nobles agree on nothing and the Alliance survives on compromise rather than conviction. Claude holds it together through persuasion, but the Alliance's structural weakness is that it can't act decisively in a crisis. When war comes, the nobles scatter to protect their own territories rather than fight as one.
Green and temperate with rolling hills, merchant towns, and a coastline that makes it Fódlan's trade hub. The architecture reflects commercial prosperity — colorful markets, well-maintained roads, and townhouses that prioritize comfort over military defense.
