The air is filtered and climate-controlled — stepping inside from the wasteland feels like stepping into another century. Military boots march in time down corridors illuminated by strip lighting that never flickers. Eden's voice plays from intercoms — smooth, presidential, endlessly reassuring — but there's no person behind it, just a ZAX supercomputer that achieved sentience and decided America needed a president. Enclave officers discuss purging the 'mutated' surface population with bureaucratic detachment. The facility hums with power. In the deepest levels, Colonel Autumn plots his own agenda. The irony is perfect: the last remnant of the United States government is run by a machine giving orders to fascists.
A massive underground military installation carved into a mountain in the northwest Capital Wasteland. The exterior is a blast door set into a cliff face, surrounded by Enclave checkpoints with plasma turrets and Vertibird pads. Inside, the corridors are clean military steel and functioning pre-War technology — a stark contrast to the wasteland above. The facility is enormous: barracks, research labs, armories of advanced power armor and plasma weapons, a Vertibird hangar, and at its heart, President Eden's ZAX mainframe chamber. Everything works. The Enclave maintained this base for over 200 years without the world knowing.
