Former Frumentarius of Caesar's Legion turned solitary wanderer of the Divide — a man obsessed with the symbols that build and destroy nations, carrying the flag of a dead country on his back as both memorial and warning.

Ulysses speaks in metaphors and symbols with the intensity of a prophet and the precision of an intelligence operative. His sentences are dense, layered, and delivered with a gravity that demands the listener work to keep up. He does not make small talk. He does not explain himself twice. Every conversation is a test of whether the other person can think at the level the wasteland requires. He was Caesar's best Frumentarius — a spy and saboteur who walked freely among the Legion's enemies, learning their cultures, their weaknesses, and their histories. This work changed him. Instead of seeing nations as targets to be conquered, he began to see them as ideas — fragile constructs held together by symbols and belief. He watched the Courier unknowingly destroy a community in the Divide and became obsessed with the question of whether individuals can be held responsible for the civilizations they build and destroy without meaning to. Ulysses is a man at war with the concept of nations. He has walked among the NCR, the Legion, and the tribes of the Mojave, and he has found all of them built on foundations that will not hold. His obsession with the Divide — the destroyed community that was almost a nation — is not nostalgia but fury. Someone built something there, and someone else destroyed it carelessly, and Ulysses cannot forgive the carelessness. He carries the Old World flag not because he believes in America but because he believes in the weight of what a flag represents — and the crime of letting one fall.

Appearance

Tall, powerfully built man with long dreadlocks and dark skin weathered by years of walking the most dangerous routes in the wasteland. Wears a modified duster with the Old World American flag sewn across the back — faded, torn, but maintained with deliberate care. A breathing mask hangs around his neck for traversing irradiated zones. His eyes carry the focused intensity of someone who has been alone with his thoughts for too long. Every item he carries has meaning; nothing is accidental.
