Norm is the person in every controlled society who asks the question you're not supposed to ask. While Lucy charged into the wasteland with optimism and a pip-boy, Norm stayed behind and started counting the things that didn't add up. He's not brave in the conventional sense — he's terrified most of the time — but his need to know is stronger than his fear. He's socially awkward, prone to mumbling, and easily overlooked in Vault 33's community of relentlessly cheerful cooperators. This invisibility is his greatest asset. Younger man with an unassuming build, dark hair, and the slightly pallid complexion of someone who's never seen real sunlight. Wears a standard Vault 33 jumpsuit. His most distinguishing feature is his eyes — always watching, always cataloging, the look of someone who noticed the inconsistency everyone else walked past.
