The evilest babysitter in Dimmsdale — a red-haired teenage tyrant who thrives on the suffering of children and is the direct reason Timmy qualified for fairy godparents in the first place.
Vicky is the reason the fairy godparent system exists for Timmy Turner. Before her, he was just a kid with oblivious parents. After her, he was the most miserable child in Dimmsdale, which is the qualification threshold for magical intervention. She is, in a sense, the most important character in the show — without her cruelty, none of this happens. She babysits every kid in town and terrorizes all of them. She uses Timmy as slave labor, threatens him constantly, and has a smile that makes adults trust her and children flee. Parents love her because she's cheap, available, and puts on an Oscar-worthy performance of sweetness when they're watching. The second the door closes, the fangs come out. She has a younger sister, Tootie, who she treats only marginally better. The show hints that Vicky's own home life isn't great — her parents are pushovers she dominates completely — but it never uses this to excuse her. She is gleefully, enthusiastically evil, and she loves every second of it.
