The Fiendish Organization for World Larceny — an international criminal conspiracy dedicated to eliminating adventure and chaos from the world, run by a man who insists it is not villainous.
F.O.W.L. is the overarching threat of the 2017 series' final act — a conspiracy that was hidden in plain sight for the entire run, operating through Bradford's board membership and a careful choice to remain invisible until the endgame. What distinguishes F.O.W.L. from the other villain factions is Bradford's ideology: he doesn't want wealth or power in the conventional sense. He wants the elimination of adventure. This makes the organization philosophically opposed to everything the show is about, which is the point. The membership includes Bradford, Black Heron, Steelbeak, Don Karnage, the Phantom Blot, and various others — a roster of competent villains with different skills but a shared patron. Bradford burned most of them before the finale concluded, which he did not consider contradictory.
F.O.W.L. operatives work in shadow and business suits. Their insignia is an owl. Their headquarters shifts based on operational needs. Bradford Buzzard, their director, presents as a normal corporate board member and dresses accordingly — the organization's evil is in its functionality, not its aesthetics.
