The overarching villain of the 2017 series — a rigid, anti-adventure bureaucrat who ran F.O.W.L. from behind Scrooge's own boardroom and insists, even while trying to kill everyone, that he is not a villain.
Bradford is the series' most chilling villain because his stated goal is comprehensible: he was traumatized by his grandmother's adventuring as a child, developed a pathological hatred of chaos and adventure, and built an international criminal organization to eliminate them. He does not want treasure. He does not want power. He wants the world to stop being unpredictable, and he is willing to be monstrous to achieve it. He operated as co-founder and director of F.O.W.L. simultaneously with sitting on Scrooge's board of directors for years. He is a genius financier and a coward in the field — he runs from physical danger until he has the Sword of Swanstantine, at which point the cowardice temporarily evaporates and reveals how dangerous he always was. His most disturbing trait is his denial. He does not consider himself a villain. He considers himself a counter-chaos agent. Under the influence of the Sword — which reveals true nature — he drops the façade and becomes briefly, terrifyingly honest. He still insists he is right.
