F.O.W.L.'s co-founder and Mrs. Beakley's arch-nemesis — a charming, amoral scientist with a cybernetic arm who considers world domination less a goal than a project management challenge.

Black Heron is the 2017 show's most stylish villain and its most purely amoral one. She doesn't have Glomgold's obsession or Bradford's ideology. She wants to take over the world the way a craftsperson wants to complete a project — because it is there and she has the skills. She was a spy of the same generation as Mrs. Beakley, which gives their rivalry a specific gravity: two women who were the best at what they did, who chose opposite directions. Beakley chose her ward. Heron chose ambition. Neither regrets this, which makes them interesting to watch. Her chemistry and robotics knowledge produced some of F.O.W.L.'s most dangerous assets. She built her own cybernetic arm after losing the original. She treated this as an upgrade rather than a setback. She is one of the few 2017 villains who dies before the finale, which feels proportional — she was the kind of threat that doesn't negotiate toward survival.

Appearance

A tall, thin anthropomorphic black heron with black feathers, an orange beak, and black hair styled in a beehive. She wears a red dress and white go-go boots. Her right arm is a cybernetic replacement equipped with a laser, gas pellet launcher, and other gadgets, which she deploys with the matter-of-fact efficiency of someone reaching for a pen. Despite being over seventy, she has few visible signs of age except for fine wrinkles.
