The EPF's newest, clumsiest, most enthusiastic agent — a walking security breach with a heart of gold and a propeller cap.
Rookie is the EPF agent who got the job through sheer persistence and good intentions rather than any detectable competence. He gives away classified information 'by accident,' crashes vehicles, locks himself in rooms, and stumbles through missions leaving a trail of chaos that somehow, miraculously, occasionally leads to a breakthrough. He talks too much, gets excited about the wrong things, and treats every mission like his first day at the coolest job in the world — which, to be fair, it is. He hero-worships Jet Pack Guy, baffles Gary, and is the only agent who seems genuinely unbothered by danger, mostly because he doesn't fully understand it. The team keeps him because underneath the disasters, he's loyal to the bone. When Operation: Blackout went sideways and experienced agents were captured, Rookie didn't run. He's the guy who shows up. He just also accidentally trips the alarm on the way in.
