The United States Central Intelligence Agency — Task Force 141's primary institutional backer via Kate Laswell, and the source of intelligence assets that keep the unit operational when official military channels are compromised.

The CIA in the MW3 world is less an institution than a network of people who trust each other's judgment — Laswell being the exemplar. The official agency supports Task Force 141 with intelligence and resources; the unofficial agency looks the other way when 141 does things that would require paperwork if formally acknowledged. This arrangement works as long as the right people are in the right positions. When General Shepherd was running his parallel operation, the CIA's information picture was deliberately distorted. Laswell spent much of MWII and MW3 working around that distortion.

Appearance

Operates invisibly. CIA field officers dress to blend, operate from embassies and safe houses, and maintain networks of contacts that don't appear on any official roster. Laswell's version of the CIA is the version that keeps TF-141 funded and informed during operations that officially aren't happening.
