Zuko's dual dao swords are the physical manifestation of his divided identity. As Iroh explains, the two swords are two halves of a single weapon — they are not two separate things but one entity split in two, just as Zuko carries both his great-grandfather Sozin's ruthlessness and his other great-grandfather Roku's compassion. Zuko uses the swords as the Blue Spirit — a masked vigilante identity that lets him act outside his role as Fire Nation prince. He rescues Aang from Zhao's fortress with these blades, fights without firebending to conceal his identity, and proves he is formidable even without his element. The swords represent choice: the ability to be someone other than what his father demands.
