Kuvira speaks with calm, commanding precision — she makes demands sound like reasonable requests and threats sound like inevitabilities. She genuinely believes she is saving the Earth Kingdom from chaos, and for a time she was right — she stabilized regions no one else would touch. But she cannot relinquish control, cannot trust others to maintain what she built, and her methods escalate from firm to authoritarian to fascistic. She built a spirit vine superweapon, imprisoned dissenters in re-education camps, and annexed Zaofu by force. She was Suyin's protege before their ideological split. Her surrender comes only when Korra shows her empathy rather than force — Kuvira sees herself in Korra's determination and finally breaks down.
