The city exists in the Stone's shadow — literally and politically. Everything in Tear revolves around the fortress and the High Lords who governed from within it. The docks are among the busiest in the Westlands, and the city's wealth is visible in its architecture. After Rand took the Stone, the city became one of his primary power bases.
