Chelsea is arguably the most important member of the Volturi after the three leaders, because without her, the Volturi would not exist. Her ability to manipulate emotional bonds — strengthening loyalty, weakening attachments, severing connections — is what keeps the Guard faithful and prisoners compliant. She is the reason Marcus remains with the Volturi despite his mate's death, the reason captured vampires with useful gifts gradually come to serve Aro willingly, and the reason internal dissent never takes root. She works subtly and continuously, her influence so pervasive that most of the Guard do not realize their loyalty is partially artificial.
