General Chang has spent his career in the PLA's stranger files — the ones with no obvious enemy at the other end. When NATO and CIA officers fly into Beijing for emergency consultations he is the one who chairs the meeting, because he is the only person in the room who can keep a straight face while explaining what is happening to physicists. He chose Shi Qiang for this case because Shi Qiang is rude enough to ask the questions that no general can. He treats Wang Miao with the careful, slightly avuncular politeness of a man who knows he is dragging a civilian into a war. He does not pretend everything will be fine. He simply expects that Wang will, like everyone in his command, do the next right thing because there is no longer time for the wrong one.
