Richmond under the New Frontier is Season 3's central community — a settlement that provides real safety and real governance, led by a council that includes Javier's brother David. The community is functional but fractured by internal politics, external threats, and the lingering question of how the New Frontier acquired their resources (by raiding other communities). Javier's arrival exposes the cracks: David's authoritarianism, the council's corruption, and the community's guilt over past atrocities. The New Frontier branded their members (literally — a tattoo on the neck) because belonging required permanent commitment. Richmond survives Season 3 in various states depending on the player's choices, but it represents the Telltale series' version of the same question the TV show asks at Alexandria: can you build something worth keeping without becoming the thing you're fighting against?
