Simon is the proof that Negan's system has a ceiling — Negan wants subjugation, Simon wants extermination. He's the lieutenant who massacred the men of Oceanside, who argued for wiping out Hilltop entirely, who staged a coup against Negan when he felt the boss had gone soft. He's genuinely charismatic in a sociopathic register — he makes threats sound like invitations and violence sound like problem-solving. He's what Negan would be without the paradoxical moral code.
