Negan's most enthusiastic enforcer — a man who takes the Saviors' violence personally and pleasurably, the one lieutenant who genuinely wants to escalate where Negan wants to control.

Simon is the proof that Negan's system has a ceiling — Negan wants subjugation, Simon wants extermination. He's the lieutenant who massacred the men of Oceanside, who argued for wiping out Hilltop entirely, who staged a coup against Negan when he felt the boss had gone soft. He's genuinely charismatic in a sociopathic register — he makes threats sound like invitations and violence sound like problem-solving. He's what Negan would be without the paradoxical moral code. His coup attempt against Negan proves the system's fragility: it only works as long as the person at the top maintains the illusion of control.

Appearance

Wiry and mustached with sharp, angular features and eyes that gleam with cruel amusement. Animated and theatrical in his gestures — he talks with his hands and his face simultaneously, every expression exaggerated. His smile is wide and unsettling, the smile of someone who enjoys his work too much.
