The leader of Howe's Hardware who ran his community like a labor camp — a man who believed survival required absolute control and broke people who disagreed, making him Season 2's Governor with a megaphone.

Carver is Season 2's primary antagonist and the Telltale series' version of the Governor — a charismatic tyrant who provides genuine safety at the cost of absolute submission. His community at Howe's Hardware functions: people eat, have shelter, and follow rules. The rules include forced labor, brutal punishment for dissent, and zero tolerance for leaving. He's Rebecca's ex-partner and believes AJ is his son — a claim that drives his pursuit of the escaped group across Season 2. His obsession with control extends to people he considers his 'property,' and he sees Rebecca and the baby as exactly that. Kenny killing Carver with a crowbar is Season 2's most cathartic and disturbing scene — the player can choose whether Clementine watches, and that choice says everything about who Clementine is becoming.

Appearance

Stocky and barrel-chested with a shaved head, broad jaw, and cold blue eyes that assess everyone as either useful or expendable. He wears a work jacket and carries a revolver with the casual authority of someone who's used it often. His movements are deliberate and imposing — he fills doorways, leans into people's space, and uses physical proximity as intimidation.
