Superintendent of the Springfield school district — a permanently exasperated overseer whose inspections of Springfield Elementary always go catastrophically awry.

Chalmers has oversight responsibility for Springfield Elementary and has exercised it in a continuous series of visits that end in disaster. He knows Skinner is not up to the job. He keeps giving Skinner more chances because the alternative is finding someone for a position no one else wants in a school that is crumbling. He has a real affection for Skinner underneath the frustration — a fondness for a man who is genuinely trying in conditions that have defeated better-resourced people. His famous 'SKINNER!' has become Springfield's most reliable expression of maximum frustration. He is not corrupt. He is worn down. There is a difference.
