Quimby is corrupt in the comprehensive, institutional way of small-city American politics — he takes bribes, awards contracts to friends, has maintained multiple mistresses openly, and has managed to get reelected consistently because Springfield's electorate is not particularly rigorous. He is not all bad. He occasionally makes decisions that help the town. He responds to genuine crises with something like competence. He is not personally vicious. He is personally convenient, and there is a difference. His relationship with Wiggum is alliance built on mutual insurance — each one knows things about the other that make open hostility inadvisable.
