Herb is what Homer might have been with a different childhood — adopted by a good family, educated, ambitious in the productive direction. He built Powell Motors in Detroit from nothing. He was happy. Then Homer came. Homer helped design a car that destroyed the company. Herb lost everything. He blamed Homer, which was fair. He eventually forgave Homer, which cost him something real. He rebuilt, using Maggie's baby translator invention, and came back around to the family. He is a recurring guest, which means his appearances are events rather than constants. He handles this with the grace of someone who has more going on.
A man who looks enough like Homer that the resemblance is the first thing everyone notices. He is better dressed, calmer, and has the bearing of someone who built something. He does not have the donut.
