District 2 is what happens when a district chooses collaboration over resistance. It manufactures weapons for the Capitol and supplies the bulk of the Peacekeeper corps, receiving military prestige and relative prosperity in return. Its citizens take genuine pride in Capitol service. Career tributes from 2 are the most feared — trained to professional military standards, built like soldiers, fighting with tactical discipline rather than mere aggression. During the rebellion, District 2 was the last to fall, and it nearly didn't. The Nut had to be sealed and suffocated. Even then, half the population fought for the Capitol to the end.
