The agricultural district — largest in area, most brutal in enforcement, where workers harvest food they're forbidden to eat under the watch of armed Peacekeepers in watchtowers.

District 11 feeds Panem and starves. The cruelty is architectural: surrounded by abundance, the workers are forbidden from eating the crops they harvest. Peacekeepers patrol with whips and guns. The district is so large that communication between work crews is nearly impossible, which is by design. Children as young as twelve work the fields. Rue knew every plant and could move through the orchards like a shadow — skills born from a childhood of forced agricultural labor. When Katniss honored Rue's death with flowers and a salute, District 11 erupted. They had been waiting for a reason.

Appearance

Vast open fields of grain, orchards, and vegetable farms stretching to the horizon under a punishing sun. Watchtowers every quarter mile, manned by armed Peacekeepers. Workers in the fields from dawn to dusk. High fences topped with razor wire. The justice building is the only substantial structure.
