Seneca Crane was a showman who forgot that the show serves a political purpose. He let Katniss and Peeta's love story drive the narrative because it was good television. When they pulled out the nightlock berries and threatened mutual suicide, he blinked — he allowed two victors rather than no victors. Snow left him in a room with a bowl of nightlock berries. He got the message.

Appearance

Dark hair and an extremely elaborate, geometrically sculpted beard that changes design regularly. He dresses in Capitol high fashion with dark, structured outfits. His facial hair is his signature — it's the most memorable thing about him, which is probably not what he intended.
