District 11's twelve-year-old tribute — small, dark-eyed, quick as a bird in the trees — whose alliance with Katniss and death in the arena became the first spark of revolution.

Rue is twelve years old, and she reminds Katniss of Prim, and that's why Katniss allies with her, and that's why the revolution starts. She's clever, resourceful, and brave — she survived the initial bloodbath by being too small and too fast to catch. She knows plants, she can climb anything, and she communicates with a four-note mockingjay whistle. Marvel kills her with a spear. Katniss sings to her, covers her body with flowers, and salutes District 11's camera. The district riots. The first crack in the Capitol's control is a dead twelve-year-old covered in wildflowers.

Appearance

Small and slight with dark brown skin, dark eyes, and a watchful, birdlike quality. She's the smallest tribute in the 74th Games, barely older than Prim. She moves through trees like she was born in them — silent, sure-footed, almost weightless on the branches.
